On May 24, 2021, the then Party Secretary of Shanxi Province, Lou Yangsheng, along with Zhang Jifu, a member of the Provincial Party Committee and Party Secretary of Datong City, and Li Fengqi, a member of the Provincial Party Committee and Secretary-General, visited the ZDATA Green Big Data Industry Base in Yanggao County, Datong City, Shanxi Province for inspection. They received a briefing on the enterprise project and gave high affirmation and encouragement.

The ZDATA Green Big Data Industry Project Base is a large-scale customized data center constructed by ZDATA Technologies Co., Ltd. (referred to as ZDATA) in Yanggao County, Datong City, Shanxi Province. It is also the first "zero-carbon" big data industry demonstration base in China that ZDATA is committed to building in Datong City. The planned total land area of the base is approximately 1,000 acres, with an expected comprehensive total investment of over 30 billion yuan after the project is completed. It is anticipated to drive the development of upstream and downstream industries and provide around 5,000 employment positions.

ZDATA has a long-term cooperative relationship with leading domestic internet companies and, guided by the principles of "zero-carbon action and technological empowerment," jointly creates a national big data industry cluster in the Datong area. In the aspects of development, innovation, people's livelihood, and zero-carbon initiatives, ZDATA takes a comprehensive approach to contribute to pressing the "new energy button" in Yanggao County, Datong City.

The Provincial Party Committee considers the big data industry as one of the 14 strategically emerging industry clusters to be vigorously developed. The overall development trend of the big data industry in the province is strong. The ZDATA Green Big Data Industry Base collaborates with companies such as ByteDance, JD.com, Alibaba, Tencent, and Kuaishou. It is set to become a base for large-scale data centers' reception and transformation. Lou Yangsheng listened to the project briefing, entered the module room to understand the base's operation and maintenance, data application, and cooperation with leading internet companies. He affirmed the development vision of building the first "zero-carbon" big data industry demonstration base in China, encouraging the strengthening of business expansion, improving service quality, and extending the industrial chain. He pointed out that Shanxi has comparative advantages in terms of location, space, energy, cost, and environment for developing the big data industry. The core competitiveness of Shanxi's big data industry should be continuously built through a first-class innovation ecosystem, promoting high-quality transformation and development through digitization and intelligence. He carefully inquired about the difficulties in the company's development and requested to list them, urging local authorities and relevant departments to help resolve them.
